November 4, 2025 - Referendum Election
Referendum Elections are held to provide Maine’s citizens an opportunity to vote on People’s Veto Referenda, Direct Initiatives of Legislation (i.e. Citizen Initiatives), Bond Issues, other referenda proposed by the Legislature, and Constitutional Amendments. Referendum elections are an important part of the heritage of public participation in Maine.
Ballot Questions Appearing on Ballot
QUESTION 1: Citizen Initiative
Do you want to change Maine election laws to eliminate two days of absentee voting, prohibit requests for absentee ballots by phone or family members, end ongoing absentee voter status for seniors and people with disabilities, ban prepaid postage on absentee ballot return envelopes, limit the number of drop boxes, require voters to show certain photo ID before voting, and make other changes to our elections?
QUESTION 2: Citizen Initiative
Do you want to allow courts to temporarily prohibit a person from having dangerous weapons if law enforcement, family, or household members show that the person poses a significant danger of causing physical injury to themselves or others?

LOCAL ELECTION INFORMATION:
QUESTION 1: To see what sum of money the Town will vote to raise and appropriate for the building of a Recreation Center on the Town owned land at Plummer Field.
QUESTION 2: To see if the Town will vote to approve proposed amendments to the Naples Shoreland Zoning Ordinance, specifically by adding new language to Section 16E Procedure for Administering Permits giving authority to Code Enforcement Officer to deny permits on lots with existing violations in the Shoreland Zone. (Copies of the full text of the proposed amendments are available from the Town Clerk)
QUESTION 3: To see if the Town will vote to approve proposed amendments to the Naples Land Use Ordinance, specifically Section 204 by adding new language to Procedure for Administering Permits; Section 400 Definitions by adding a definition for Building Height; and Section 504 Zoning Districts by reducing maximum building height to 40’ in the Village District and to 35’ in all other Zoning Districts. QUESTION 4: To see if the Town will vote to approve proposed amendments to the Naples Land Use Ordinance related to Subdivision developments specifically Section 1008 Design Standards for required water supply for drinking water and fire protection. (Copies of the full text of the proposed amendments are available from the Town Clerk)
QUESTION 5: To see if the Town will vote to approve proposed amendments to the Naples Land Use Ordinance related to Subdivisions; Changes to Section 1009 Performance Guarantees adding new language allowing phasing of subdivisions and amending criteria for reduction of guarantees; adding new Section 1013 for review procedures for amendments to previously approved subdivision plans; and removing outdated Appendix B & C.
